Yes, Delaware State law allows all Delaware Lottery winners to remain anonymous.

If you win more than $600 and are therefore required to claim your prize at a Lottery office, you will be required to complete a claim form for tax purposes. Under the Lottery's statue, all prize payment records are open records, meaning that the public has a right to request the information. Depending upon the amount won and public or media interest in the win, winners may NOT be able to remain anonymous. The statute also allows the Lottery to use winners' names and city of residence for publicity purposes such as news releases. The Lottery's regular practice is not to use winner information in paid advertising or product promotion without the winner's willingness to participate.

If I win a big prize, can I remain anonymous?
Some big Lottery winners want to share the good news. Others would like to remain anonymous. We try to respect the wishes of all of our Lottery winners. However, certain information about Lottery prizes is public record, including the name of the winner, amount of the prize, date of the draw, name of the game played and city in which the winning ticket was purchased. Oregon citizens have a right to know that Lottery prizes are indeed being awarded to real persons. However, we do not give out any phone numbers, addresses or any other personal information.

Can Lottery winners remain anonymous?
No. Florida law mandates that we must provide a winner's name, city of residence, game won, date won and amount won to any third party who requests the information; however, the law prohibits the Lottery from providing all other personal information, such as home address and telephone number. Winners cannot remain anonymous, so when a winner files a claim and a prize is paid, the information described above becomes public information and the Lottery cannot legally withhold it. The winner decides on whether or not the Lottery can use photographs, recordings and/or videotape for publicity purposes.
