On July 1st 1914, the German journalist Viktor Neumann, who was well-known to be close to both the German Army and Foreign Ministry met with Count Alexander Hoyos, the permanent head of the Austro-Hungarian Foreign Ministry[22]. Neumann told Count Hoyos that the German government believed that the “Triple Alliance not strong enough at the present”, but that "not only in army and navy circles but also in the foreign ministry the idea of a preventive war against Russia was regarded with less disfavor than a year ago"[23]. Neumann further went to state that based on his contracts in the Foreign Ministry that it was believed in Berlin that the recent Anglo-German agreement on Africa “made it certain that Britain would not intervene in a European war” [24]. Neumann advised Hoyos that it would be the best if Austria-Hungary attacked Serbia as quickly as possible as the best way of starting a “preventive war” against France and Russia, and assured him of full German support[24]. Neumann told Count Hoyos that Austria-Hungary should “annihilate Serbia” as soon as possible[25]. Whatever or not Neumann was speaking on behalf of Germany as he told Hoyos, or just speaking on his own behalf is not clear, but the Austro-Hungarian government believed that he was speaking for Germany, given his close links to the German government and that Neumann had just been briefed by Wilhelm von Stumm of the German Foreign Ministry before travelling to Vienna[26].
Jedan kuriozitet...
On the night of July 23, the Serbian Regent, Crown Prince Alexander, visited the Russian legation to "express his despair over the Austrian ultimatum, compliance with which he regards as an absolute impossibility for a state which had the slightest regard for its dignity" [89]. Both Alexander and Pasic asked for Russian support, which was refused.[89] Sazonov offered the Serbs only moral support while Nicholas told the Serbs to simply accept the ultimatum, and hope that international opinion would force the Austrians to change their minds
